The Ruins of a Failed Revolution: The Rise of Naxalism and Its Socio-Economic Impact in Tribal Odisha (1990–2015)
Abstract
This paper traces the rise of Naxalism in the tribal districts of Malkangiri and Kandhamal in Odisha and argues that insurgent expansion took root in structural underdevelopment, land alienation, displacement, weak welfare delivery, and failures in tribal-rights governance. Focusing on 1990 to 2015, it studies how prolonged conflict and counterinsurgency shaped development outcomes, local legitimacy, and the long-run economic prospects of these districts.
